His name was Arthur Galstherome (I'm unsure of spelling). Check through cast list for this episode he is only listed as 'judge'

Its Arthur Galzethron - very strange second name.
Putting it through one of those online anagram sites doesn't
bring up anything significant. |

Ok, that's interesting. When you google it, it comes up with a Lost character that's a 60-something president of a corporation as a spoiler/speculation.
Looks like there was a rewrite, and they made him a judge. |
