as i recall the answer was yes. Or at least some of them can.
As i can see it this can be taken 1 of 2 ways.
1. Some of them have permission or need to travel off the island.
2. There is something special about the person that allows them to get off the island. i.e. able to transfer conciseness, or the fact friendly dies on the island.

Tom's appearance is in Michael/Kevins flashback. I think at this point, the Others still had the submarine. Locke had not blown it up yet (if he really did blow up the sub Tom was still alive, he still has about a month before Jin, Said, Sawyer, Hurley, and Bernard kill him on the beach. Good times.
We have seen Ethan, Alpert, Ben, and (now) Tom off the island.
It was clear from Juliet's and Jack's deals with Ben; that Ben had to give permission to let people leave the island.
So at this point, if you were loyal to Ben you could come and go as needed. Or if Ben wanted to keep you like a captive harem girl, no way you were getting off island  |

maybe it's possible that the ISLAND can get people on and off the island... maybe it has less to do with a submarine but something more mysterious? I don't think Locke's dad came to the Island on the sub... just a thought |

I agree that the island may have mysterious ways - especially since we saw dead Charlie in a Future Flash Back. Surely he got off the island in an unusual way, a deadmans path perhaps.
But I think most people get on and off the island the oldfashioned way, and that is what we have seen so far.
I also think that Ben was setting up Locke for a long time, because he knew about the wheelchair and knew Locke had a contact with the island. Therefore, it is really likely Ben planned ahead and had Locke's dear old dad brought to the island. The others could easily have caused a car crash and then brought him to the island in the submarine or siilar method.
So far we have not seen a situation that suggests there is a magical way on and off the island.
(Man, won't Juliet be peeved when she finds out she could have just borrowed Ben's ruby slippers and clicked them 3 times saying 'Theres no place like home...') |

I agree that there's a way on and of the idland without magical stuff.
Even some of the frieghties, who have limited knowledge about the island, have managed to get on and off. |
